Position Description
ORGANIZATIONAL BACKGROUND:

CEDC implements a team management approach to its work with particular coordination between its activities within its Property Management, Real Estate Development and Resident and Community Services Divisions.
THE POSITION
Under the supervision of the Director of Human Resources, the HR Representative will assist with complex and specialized HR functions. This includes maintaining employee files, recruitment, scheduling onboarding/offboarding, benefits, compliance with labor laws as well as employee engagement and development.
MAJOR DUTIES AND RESPONSIBILITIES:
Examples of this position’s duties and responsibilities include, but are not limited to the following:
• Maintains employee records, ensuring completion and accuracy of details such as employee contact information, job classification, pay rates, organizational structure, and other key details.
• Maintains accurate records of active job openings and received applications; manages internal and external job postings.
• Reviews applications for entry-level and non-exempt positions; conducts and/or schedules preliminary interviews.
• Performs administrative and recordkeeping tasks related to staffing changes, which may include layoffs, resignations, terminations, and extended leaves of absence.
• Assists with the administration of employee benefits
• Plans and supports HR meetings such as open enrollment, new hire orientation/terminations, and company-wide meetings
• Oversees leaves of absence process and coordination with staff.
• Assist HR Director in creating, maintaining and implementing policies and procedures.
• Assists with recruitment.
• Assist HR Director with the facilitation of scheduled performance review process, providing guidance, tools and training for managers and employees.
• Maintain current working knowledge of compliance and regulatory concerns, industry trends and best HR practices.
• Participate in continuous HR improvement initiatives.
• Reviews, tracks, and documents compliance with mandatory and non-mandatory training, continuing education, and work assessments.
• Conducts or acquires background checks and employee verifications.
• Manages employment-related inquiries
• Performs other duties as assigned.
EDUCATIONAL REQUIREMENT:
High School Diploma
REQUIRED SKILLS, KNOWLEDGE, AND ABILITIES:

• Thorough knowledge of employment-related laws and regulations.
• Proficient with Microsoft Office Suite.
• Proficiency with or the ability to quickly learn the organization’s HRIS.
REQUIRED EDUCATION & EXPERIENCE:
• At least 3 years of human resource management experience preferred.
• PHR or SHRM-CP a plus
LICENSES & OTHER REQUIREMENTS:
A valid California driver’s License and proof of automobile liability insurance.
