New Oxnard Community Gives Residents An Affordable Place to Call ‘Home’

Late this summer, 54 families moved into CEDC’s newest rental community, Villa Victoria. Built on the site of Oxnard’s Northwest Community Golf Course Specific Plan at Gonzales Road and Victoria Avenue, Villa Victoria’s townhome-style apartments are nestled in a larger community of 551 residential homes and adjacent to a 36-hole championship golf course. The $16.3 million development features predominantly three-and four-bedroom apartments. Twenty-seven of the townhomes are affordable to families who work in the nearby agricultural industry, with the remaining townhomes rented by people earning 40-60 percent of the Ventura County Area Median Income.

“I am thrilled with how the development took shape. It’s beautiful!” says Yissel Barajas, CEDC’s Project Manager on Villa Victoria. “This development is a great addition to our community because it is a place where local farm workers, and other families who want to rent homes that are affordable, can call ‘home.’ ”

The on-site, 2,099 square-foot community and learning center was professionally decorated by Terraverde Contract Interiors, and includes café-style tables, cozy couches, and separate areas for watching television, working on a computer or preparing food in the community kitchen. Partners in the development were California Housing Finance Agency, USDA Rural Development, California Department of Housing and Community Development, the City of Oxnard, and National Equity Fund. Construction lending was provided by Wells Fargo.
